Responsibilities

Work is performed under the general direction of the Director of Occupational Medicine who provides general objectives. Recurring responsibilities are carried out independently and include the management of subordinates. Incumbent will perform the following duties:

1. Performs the full range of duties to conduct employee health program to include health care, counseling, education and training, preventive health screening and disease detection and health maintenance program. Performs basic medical screening of all incoming employees. Identifies employees with chronic disabilities or disease that affect or are affected by their employment. Administers emergency care-for illnesses of occupational and nonoccupational origin and injuries that occur at the place of work. Performs routine phases of physical examinations, e.g. blood pressure, EKG, vision, hearing, etc. Performs Nursing Health Appraisal (Basic Physical Exam) at request of physicians. Serves as the Communicable Disease/Epidemiology Program Community Health Nurse. Independently designs, implements and evaluates programs to address the communicable disease threat of TAD and DCD. Coordinates with the military community, local and state public health departments, other military treatment centers, the office of the Surgeon General and the Centers for Disease Control and prevention. Provides a comprehensive health education and communicable disease prevention program to all beneficiaries. Develops and implements a health education program to increase the awareness that may reduce the spread of communicable disease. Education programs will be provided for Active Duty, DoD employees, health care personnel, post school system and community groups. Prepares and presents classes to target populations. Participates in health screening programs and implements programs to capture and offer educational counseling to high risk individuals. Administers medications and treatment as prescribed by the physicians. Counsels employees concerning care of occupational injuries and illnesses, health programs, care of minor injuries and illnesses, etc. Interviews employees following medical examinations to explain findings and advises on follow-up care as required. Follows up by telephone on compensated injuries, serious conditions, etc., by contacting the employees, supervisors and physicians. May follow-up on treatment by visiting employ at work site. Evaluates employees following illness of three or more days before they return to duty to assure that they are fit to return and are non-infectious. Visits work areas to gain familiarity with all installation operations and to become knowledgeable in areas that may effect employees' health and safety. Maintains records of treatments, examinations, tests and data including maintenance of computer database. Requisitions supplies and equipment as necessary for the occupational health program. Implement health education programs for specific groups of workers or specific health problems.

2. Serves as supervisor of employees assigned to the Occupational Medicine Section. Incumbent assigns work to subordinates and sets priorities for operation of supervised staff and sets objectives for completion of work. Monitors completed work to assess completeness, and compliance to established rules and regulations. Work is assigned to subordinates based on capabilities, assigned duties and clinical needs. Completes annual evaluation of supervised employees. Interviews candidates for positions and recommends appointments, promotions or reassignment to and within area of supervision. Identifies developmental and training needs of employees, providing or arranging for needed development and training; Gives advice, counsel and/or instruction to employees on both work and administrative matters.

3. Responsible for planning, designing, and carrying out the Occupational Health and Communicable Disease/Epidemiology Program. Independently designs, implements and evaluates program effectiveness to address the communicable disease threat of the local area. Makes decisions concerning the implementation of data, planning and refining methods. Coordinates with the military community, local and state public health departments, other military treatment centers, the office of the Surgeon General and the Centers for Disease Control and prevention. Provides a comprehensive health education and communicable disease prevention program to all beneficiaries. Develops and implements a health education program to increase the awareness that may reduce the spread of communicable disease. The communicable disease epidemiological program includes but is not limited to data collections, contact interviews, education, critical evaluations of data, referral services and follow-up plans. Performs epidemiological casework, educational and other related activities. Motivates individuals to follow safety guidelines and procedures and to care for themselves. Coordinates with other multidisciplinary team members to plan, assess and ensure a quality communicable disease program. Plans and coordinates activities to accomplish functions and objectives of the communicable disease program directed by the Department of the Army and other regulatory agencies. Reviews and interprets frequently changing directives and other guidance from higher authority. Coordinates the investigation of a communicable disease outbreak in the community. Provides technical guidance, information and education to the professional staff of the Clinic. Consults with Child Development Services. Coordinates mass community immunizations if there is a communicable disease outbreak. Works with Industrial Hygienist on development and maintenance of installation inventory of health hazards relative to medical surveillance program.

Performs other duties as assigned.

Qualifications

Basic Requirement :Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
